About Otie
Clarence “Otie” Maly is seeking a second term as Garfield County Commissioner for District 3, continuing a lifelong commitment to serving his community. Otie’s roots in Garfield and Kingfisher Counties run deep. He comes from a long line of farmers and landowners, and one of the farms he owns today has been in his family since the Oklahoma Land Run. That heritage instilled in him a strong sense of responsibility, hard work, and dedication to the people and land he serves. Since being elected in 2022, Otie has worked to bring those values into his role as Commissioner. His leadership is guided by the same principles he campaigned on:

Public service has been a defining part of Otie’s life for more than 40 years. Much of that service has been on a volunteer basis from a Volunteer Firefighter with the Waukomis Fire Department for 40 years, 36 years as Fire Chief, a nationally registered EMT for 34 years, Critical Incident Stress Management Leader for 29 years, and Leader of the Garfield County Public Safety Task Force…even while working full-time in the oilfield industry. He believes giving back to the community is essential and has always led by example.

Since the horrific tornado that tore through Garfield County on April 23**, I've had time to reflect and give thanks. There is much credit due after a disaster of this scale.
Without the tireless efforts of many people and agencies, the outcome could have been far worse. I am relieved and thankful that there were no fatalities resulting from this catastrophic storm.
There was an overwhelming response from groups across our county and state, and I want to personally thank each of them for their hard work and dedication by protecting and rescuing the citizens of Garfield County.
A heartfelt thank you to our Garfield County rural fire departments and police departments, Enid Fire Department, Enid Police Department, the Garfield County Sheriff's Office, Garfield County Emergency Management, the Oklahoma Highway Patrol, OSBI, all of the additional agencies from across the state that responded without hesitation.
And last, but certainly not least, thank you to my District 3 crew. They were immediately dispatched to the site and cleared debris so that the emergency personnel could enter the area. Your commitment to this community does not go unnoticed.
Garfield County is strong, and it shows in moments like this.

Completed $360,000 road overlay on N. Garland Rd. using ARPA funds
Initiated $380,000 Imo Rd. project in partnership with CED and ODOT to relocate a water main for resurfacing and widening
Implemented multiple road stabilization solutions across District 3
Ensured all District 3 employees completed Wildland Fire certification training

It has been a tremendous privilege to serve my community and our state as a firefighter and EMT for more than 40 years. I’m grateful for the many dedicated men and women I’ve had the honor of serving alongside throughout my career as a first responder.
Serving others has always been my passion, and I carry that same commitment with me every day as your County Commissioner. I humbly ask for your vote on June 16th so I may continue serving the people of Garfield County.
HOW LARGE IS district 3?
There are 624 road miles in District 3 alone, with 100 miles of that being blacktop/asphalt. Among those miles of roads, there lie 144 individual bridges that are at least 20' in length. Overlay cost for blacktop roads is currently averaging nearly $300k/mile, while 'chip and sealing' is averaging nearly $100k/mile.
